摘要：R&D contracts based on projects are an important paradigm of technology cooperation innovation .In this article ,a new simulation model based on agents is proposed .This study includes the strategy of the selec‐tion ,the model of cooperation and the assessment of the innovations .T hrough the experiments data ,methods of weighting ,max‐min and distance are compared .It has been found that the min‐max is better when search cost is high and time limit for a project is short .Otherwise ,the method of distance is a better way .
