摘要：As a new economic organization, technology business incubator is widely accepted by society owing to its prominent functions on supporting the growth of small business, accelerating the development of high-tech industry, and promoting regional economy. This paper studies the present situation of technology business incubators in Dalian to characterize the major barriers to success for startups. Then this paper discusses the necessity and feasibility of constructing Dalian incubators network, and analyses structure, construction basis and functions of Dalian incubators network.
