Abstract:As the university is stakeholder ,part-time engineering master education system is the union of knowledge introduction ,science research talent cultivation and other organization activity ,and also is the stakeholder community of government ,university ,department of student resource and student .Stake-holders in the engineering postgraduate education administration of workforce consist of outward ones and inward ones .Outward stakeholders include the officials in the government ,universities of the source of students and other organizations in society ,while inward ones consist of the administrators in universities , faculties and engineering postgraduate students .Different stakeholders have different expectations ,values and interest demands on the quality of education .To maximize the overall benefit and the integral quality of postgraduate education ,benefit between stakeholders should be balanced for the insurance of education quality and a controlling system should be founded w hich involves all of them .
