DEA Based Performance Appraisal of Urban Disasters Risk Management

Abstract:The performance appraisal of urban disaster risk management is attended to estimate the decrease of risk after a series of management or effort. The main work of urban disaster risk management on the sight of uncertainty of risk is controlling and trying to decrease the subjective uncertainty. First, the set pair theory was used to model the appraisal of uncertainty of urban disaster risk focusing on the entropy analysis of the weights of the risk uncertainty factors, and then the uncertainty degree caused by the departure direction and extent of fluctuant performance of vulnerability and hazard under four kinds of situation were gotten. Second, three quantified indexes of urban disaster risk management were taken as the input of DEA appraisal as well as the four values of risk uncertainty as the output to model the performance appraisal of urban disaster risk management. Taking a city as an example, the DEA performance appraisal was implemented for the latest decade. The result shows that the manage validity of disaster risk in this city is well generally for the whole past decade and also proves the availability of using DEA in performance appraisal of risk uncertainty of urban disaster.
