Abstract:Administrative examination and approval system reform is vigorously carried out in local governments in China. However, many problems exist in the reform. They include ambiguous division of rights and obligations of administrative examination and approval subjects at all levels, urgent need to arrange the administrative examination and approval items, low-level systematization of administrative examination and approval process, unsound notice system of administrative examination and approval, and lack of the integration of online administrative examination and approval platforms. This paper carries out a case study of the joint examination and approval process reengineering of construction project enterprise's investment project approval and review in a provincial reform experimental area. Based on the exploration, several measures are put forward for the reform of administrative examination and approval system of local governments in China.
