摘要：Moral construction of public servants is constrained by initiative and enthusiasm of them, while the introduction of psychological contract offers an important new channel to independently improve moral qualities in them. Psychological contract of public servants incorporates three dimensions namely "moral regulations", "professional quality' and "interpersonal relationship" that displays a key role in terms of innate guidance, organizational emotional commitment, mental incentives and so forth. This paper attempts to probe into enhancement of innate guidance of morality in public servants, focusing on fostering of their organizational loyalty and reinforcement of their mental incentives so as to provide inherent flexible mechanism guarantee for moral construction among public servants.
