Abstract: Based on a large amount of the empirical analysis on eco- industrial
   development of European countries, the three outsourc-ing cases in
   environmental management are proposed and the characteristics are
   analyzed, then the four revelations for China's eco - in-dustrial
   development are discovered, which provide instructions for the theory of
   eco - industrial development.
