Abstract: This paper analyzes and assesses on efficiency of urban expansion of all provinces and municipalities directly under the central government in China on the base of DEA -Malmquist model . According to the Total Factor Productivity Index , urban expansion ef-ficiency is divided into three layers :low , medium and high . This paper bases on panel data from 2003 to 2012 of 286 prefecture-level cities and analyzes the effects on urban economic growth under different efficient layers by applying nine factors , such as productive ser-vices , specialized human capital , urban construction scale and so on . It is indicated by theoretical analysis and empirical research that :specialized human capital and the urban construction scale could not significantly promote economic output per capita ;fixed assets invest-ment and social consumption behavior could still importantly drive economic growth in the past stage ;the employment proportion of produc-tive service-manufacturing in current industrial structure is not sufficient to promote the economic growth . It will be conducive to industrial upgrading and economic growth by improving the specialization human capital ratio and the freight capacity in different areas accordingly , expanding productive services fields related actively .
