摘要：Issues of some emergency plans are raised currently such as being consistent from top to bottom, lacking of operability and with regional blind spots.Therefore it was proposed to establish a logical process of emergency re-sponse based on the analysis of response actions and regional disaster consequences.The layered emergency action structure reflects different emphasis and division in different level of plans, and the connection between hazard-af-fected body and emergency tasks makes the response procedure more region-specific.The logical process of emer-gency response is the common method of constructing the responsive process of different regions and emergencies, and the process can be applied to evaluate the emergency plans and give suggestions on revising.
