Abstract:By taking the Yangtze River Delta of the national major regional planning as the empirical research object,this paper establishes a stochastic frontier production function for the target variables including value added of service industries and per capita consumption expenditure.Specifically,this paper studies the impact of policy variables,such as the central subsidies income,finance earmarks,transfer payments and tax refund on the target variables.The values of target variables in a specific year are predicated based on the past data and compared with the actual values to evaluate the effect of policy implementation.The sensitivity of different policy variables to the target variables are analyzed by changing only one policy variable by the same amount at a time.The results show that the central finance earmarks have the largest impact on target variables while the central transfer payments and tax refund have the least.
