Abstract:According to the basic principles of "sticking to
   human-orientation,setting up an overall,coordinative and sustainable
   development outlook",the connotation of the  scientific outlook on
   development,this paper selects human all-around development evaluation
   indicators extensively from the perspectives of economic development
   environment,social development environment,ecological environment,human
   capital environment,the quality of life and the quality of human.Based
   on the principle that indicators should be observable,this paper screens
   the initial indicators,after that,it uses R-Cluster and Coefficient of
   Variation to screen the indicators,and finally establishes the
   evaluation indicators system of human all-around development.The
   contributions of this paper lie in three aspects: firstly,the indicators
   system through quantitative screening based on authorities' typical and
   high-frequency indicators have double information of experts' knowledge
   and objective reality;secondly,it uses indicators such as Gross National
   Happiness Efficient,Gini Coefficient and Social Security Coverage Rate
   to reflect the core of human-oriented scientific development outlook and
   establishes a system of indicators of scientific development outlook;and
   thirdly,it uses R-Cluster and Coefficient of Variation to screen the
   indicators,so that 33.7% of initial indicators can be used as the final
   indicator system to reflect 90% of original information
