Abstract: Lack of trust will lead to Small-loan Companies reduce their credit service for SMEs, which results in the shrinkage of Micro-finance market. The construction of trust between them can not only conduce to the development of Small-loan Companies, but also ease the financing plight of the SMEs. On the basis of trust construction, the trust between Small-loans Companies and SMEs can be divided into two categories, enterprise-based trust and institution-based trust. And it can be constructed by calculate path, predict path, motivation path, ability path and transfer path. Because a favorable external environment plays a crucial part in the construction of trust between them, it is essential to adjust government policies correspondingly.
