Abstract: 政务流程的建模和优化是实现其流程重组、优化和改进以及资源合理配置的基础。该文提出了使用Petri网对流程进行描述的优点，在此基础上运用Petri网对政务流程进行建模，最后运用Petri网关联矩阵的重组算法对政务流程进行优化并得到优化后的政务流程。为政务流程的重组和改进提供了决策上的支持。
