Abstract: Strategic environmental assessment (SEA) plays a role before the logistics planning carrying out, which can effectively avoid environmental problems caused by strategic errors. This paper adopts system dynamic software to set up SD model, and takes Dalian's logistics planning as a case. Six alternative scenarios based on the planning's goal and direction are simulated. It is found that the integrated scenario turns out to be the best scenario, and this work can provide scientific decision basis for governments.
