Abstract:Transport construction plays an important role in promoting prosperity in the development process of a city. However, the environmental impacts it bring shouldn't be ignored. It is necessary to adopt strategic environmental assessment (SEA) before the transport planning is carried out. Environmental carrying capacity (ECC) is often used as a measuring tool in SEA to see whether a region is suitable to exploit. However, this static snapshot of ECC accounting fails to present the dynamic, multi-levelled relationship among the driving forces. In order to refine the SEA theory and conduct the transport planning in Dalian, China, this paper attempts to incorporate system dynamic (SD) into ECC to develop a SD-ECC forecasting framework, and provide a platform to support policy making for urban transport planning.
