Abstract:Emergency management focused mainly on time efficiency and function performance of responsibility body. The feasibility of several estimate methods were analyzed and then a more comprehensive effective evaluation method with information currency and authority assignment was illustrated. The time-effect and order degree of a city abroad and Shanghai city were calculated and contrasted based on entropy method. The perfect hiberarchy of urban disaster comprehensive management system was the key point of high efficiency of disaster reduction so that the optimizing goal function was set up based on fuzzy clustering to achieve reasonable delamination and dispersed departments integrated.
