Abstract:Flood disaster is considered to be one of the few natural disasters which are the most extensive, the highest frequent and the most serious. There are lots of researches on the evaluation methods and different ways evaluating the disaster degree from different sides which all have some achievements but also limitations at the same time. It is mainly because the index system and factors involved in have non-uniformity, randomness and fuzziness, the evaluation results of those methods are easy to produce incompatibility which often confused decision-makers. In order to solve the fuzzy uncertainty problems, the paper proposes fuzzy variable model with combined weights to evaluate the disaster degree taking the floods as example. Variable fuzzy model was used to calculate the objective weights which then are adjusted by AHP after satisfying the intended accuracy.
