Abstract:本文首先分析了政府投资项目由业主行政代理模式向业主市场代理模式转变的动因;在此基础上就目前我国试点省市实施代建制的两种模式一基于分权理论的代建制模式与基于授权理论的代建制模式进行了深入分析,包括其理论基础、优势与劣势分析,为我国政府投资项目的代建制模式探索提供了理论基础和方法指导.
