Abstract:The purpose of this research aims to clarify whether the scientific research level of local universities affects foreign investment's location choices. Firstly, we selected scientific research input, scientific research output, scientific research ability, scientific research benefit, and scientific research efficiency as the five factors affecting local universities' scientific research by applying Analytic Hierarchy Process, then the five indicators pass Kaiser-Meyer-Olkin test. Secondly, 31 provinces and municipalities are categorized into five groups by the different level of "Local University's scientific research level", "Scientific research funds" and "Foreign direct investment". The results show that both the level of scientific research and research funds of local universities have a significant influence on FDI inflows' location choices. The results show that normally a higher "Local university's scientific research level" and "Scientific research funds" from the government can attract higher FDI.
