Abstract:As Battery Energy Storage (BES) has valuable regulation characteristics, it may become an important Automatic Generation Control (AGC) auxiliary service provider in the future power grid operation. However, the existing evaluation standard has low qualification on the regulation speed, insufficient consideration on the battery life and the state of charge issue, which causes BES benefit little from its technology and economic advantages. Comparing BES with conventional units on their regulation performance, state of charge constraints and key factors affecting battery life, we propose three regulation requirements including (1) improving the regulation speed, (2) relaxing the regulation accuracy, and (3) allowing appropriate reverse regulation. By analyzing the optimal response pattern when BES cooperating with AGC service, we design a novel evaluation standard regarding battery life for BES AGC control performance referring to existing standards. The simulation shows that our evaluation criteria improve the frequency quality, activate BES regulation, contribute docking with existing standards precisely. ? 2019 IEEE.
