基于DEA-Tobit模型的城镇地震损失影响因素研究-以汶川地震为例

摘要:In order to mitigate counties earthquake loss, based on DEA-Tobit model,
   an index system of urban earthquake loss was built. The data on 10 very
   heavy disaster areas in Wenchuan earthquake were chosen as the objects.
   First, using DEA method, the hazard indexes of earthquake is used as
   inputs together with loss indexes of earthquake as outputs, and disaster
   formation efficiencies the counties were computed. Then, with
   efficiencies being the dependent variables in Tobit model, a regression
   analysis was carried out on reasons that relief capacity and resist
   capacity mainly influence the scale of loss. The results show that key
   factors affecting counties earthquake loss are economical, social and
   environmental vulnerabilities, and disaster relief capacities.
