摘要:A scientific and effective traffic congestion evacuation plan plays an important part in improving the event reaction ability of the urban traffic system, as well as, saving travel time, reducing energy losses, and pollution. A new approach for real-time traffic congestion evacuation based on priority determination is proposed in this paper. Distinct from the well-studied traffic congestion degree, the congested flow is considered with factors on other traffic, evolution trend, comprehensive and accurate determination of congestion on the basis of various measurements of congested determination. The priority determination of traffic congestion evacuation aims at both congested flow control and evacuation priority for traffic control systems, guidance systems and traffic commander. Thus traffic manager or police can get support to solve the most urgent traffic congestion for rapid evacuation in a very short time. The proposed approach uses resource-waited relation and BP neural network to determine the evacuation priority via congestion index and factors. Finally, a numerical example is given to illustrate that the proposed model and algorithm can be effectively carried out under determining congested evacuation level. ? 2010 IEEE.
