Peasant's Attitude towards Urbanization, Collective Land Reform: A Survey in 10 Villages in China

Abstract:This paper draws on empirical evidence from an attitude survey in 10 villages from 4 provinces in China. The findings show that peasants' risk aversion attitude goes against the policy expectation of marketization of land use right. Their distrust on township government and village committee adds difficulties to negotiation in land requisition procedure. Afterwards conflicts and informal dispute settlement ways are more used to peasants than formal judicial approach. And this owes to lack of procedural rights in making collective choice. Their lack of confidence on city survival capability makes them trying to hold land as basic security promise instead of running land resources as assets. Without indispensable conditions, comprehensive nationalization of collective land and marketization of land use right can hardly put into practice. And a third route, corporation in city expansion area is suggested to promote urbanization and collective land reform.
