Abstract:Knowledge is without borders. This paper takes the journal of Public Administration as an example, to analyze the citing countries, citing time and the citing frequency from the perspective of knowledge diffusion, in order to reveal the transnational influence of this journal. Based on the study, we found that, for the first, these papers published on Public Administration Review had been diffusing to most of the countries and regions all over the world, such as England, Canada and Australia identified as the Anglo-American cultural and political model countries, and China, South Korea, and Singapore identified as the East Asian cultural and political countries (except Japan). Secondly, with the time going on, the number of citations from Non-USA countries will catch up with or surpass the number of citations from USA, although the citations from other Non-USA countries lagged behind. at first. Thirdly, the citing documents from Non-USA countries also received high cited frequency times, especially the articles with highest cited frequency come from Non-USA countries.
