摘要："To improve the efficiency of administration, reduce the cost of management, ameliorate the work pattern, and facilitate the mass" is the electronic government construction's target which is brought forward by Premier Wen Jiabao. With the direction of this objective, a new construction climax of electronic government comes up all over the country. Meanwhile, Administration Permit Systems spring up in the past couple of years. But, a lot of them fail to work just because they neither make the relationship between operations clear enough nor understand the clients fully. The authors, with many years' experience in researching and designing the application systems, bring forward an operation interactive model of Administrative Permit System. Moreover, they mention there are four kinds of operation function requirement according to different users based on the model and hope that will help much in designing and developing systems in the future.
