Abstract:This paper presents an exploratory analysis of institutional innovation model of Dalian Software Park (DSP), which is one of the ten National Software Industry Bases (NSIBs) in China. A successful software park development model must be the combination of institution innovation and technology innovation, while the former is the prerequisite of the latter. As the first one under the management system of "Private Operation Supported by Government" in China, DSP has established a successful institutional innovation model of practices and management characterized by its original concept, organization, systems, operation and so on. Beginning with analyzing the background and organizational structure, this paper proposes the framework of institutional innovation model arranged on three administrative levels: decision, management and operation. Secondly, it explores the innovation practices of management system concerning the aspects of concept, character and function. Moreover, based on the empirical study and interviews with the practitioners of Dalian software industry, it identifies the critical factors impacting institutional innovation environment and designs the operating mechanisms involving enterprise, talent, capital, incubating and service according to the current status. At last, the main conclusions are summarized.
