Abstract:The eighteenth CPC National Congress put forward a strategic plan of The construction of the socialist deliberative democracy. deliberative democracy and harmonious society supplement each other, exist natural affinity, promote soiecty harmony. Deliberative democracy of China can be being perfected by the construction of People's political consultative conference, enriching the forms of deliberative democracy, the construction of democracy at the grass-roots level, institutionalizing deliberative democracy.
   The socialist deliberative democracy refers to the system mechanism and the rules of procedure through which under the leadership of the Communist Party of China, various social groups of interests conduct the equal, wide, and full consultation on China's economy, politics, cultures, society, the construction of ecological civilization and the construction of the Party, and other major problems related to the development of the Party and the country as well as the practical issues involved in people's rights through the organs of the state power, the CPPCC organizations, the Party organizations and other social channels. "The harmonious socialist society we want to build should be society with the democratic rule of law, fairness and justice, honesty and friendship, full of vitality, stability and order, and the man and nature live in harmony". Ell The achievement of the goal of the harmonious society, not only needs the effective means of the social governance and the model of the democracy, and also needs to improve the overall awareness of the citizens. The socialist deliberative democracy and the harmonious society have the fit and connection that cannot be separated, and the establishment and construction of the deliberative democracy with the Chinese characteristics have greater role in promoting the harmonious society. Under the background of building a socialist harmonious society, how to promote the deliberative democracy is very important.
