摘要：Five concepts for development is not only the concept of national governance which is put forward by the Party Central Committee in the party's the fifth Plenary Session of the 18th CPC Central Committee but also the governing concept which the communist party of China must follow in the new era. This paper will discuss the relationship between five concepts for development and the construction of party's governing capability from two aspects of internal unity and mutual promotion. It holds that persisting in five concepts for development and strengthening the construction of party's governing capability reach the unification on the process of modernization of national governance, and have the same characteristics, such as syntropic target, identical subject. Strengthening party's governing capability need to give full play to the important role of five concepts for development, at the same time, the practice of five concepts for development need to strengthen the party's governing capability.
