Abstract:Emergency decision-makers should dynamically allocate relief supplies according to the changing situations of affected areas. We develop a relief supplies dynamical allocation approach for unconventional disasters. The relative similarity is defined to measure the relief supplies allocation scenarios of affected areas, which can dynamically estimate the allocation proportions of relief supplies for affected areas in a given time interval, and then a scenario-based dynamic allocation optimization model is developed which aims at minimizing the total transportation time of relief supplies on the condition that all the supplies are dynamically allocated to affected area in accord with their changing scenarios. With the changes of scenarios including updates of latest disaster information, dynamic changes of demands in affected areas and arrivals of new relief supplies, the developed dynamic allocation optimization approach can timely produce new allocation schemes in the whole process of emergency response. An example is illustrated to show the feasibility and effectiveness of the developed approach.
