摘要:It is one of the most important and effective emergency decision-makings to distribute relief to disaster affected places and eliminate victims' fear after a disaster occurs. This paper focuses on relief optimal schedule considering different disaster severity degrees in order to minimize victims' fear. We analyze and quantify victims' fear about unmet demand basing on Prospect Theory. A mixed integer programming model is formulated to minimize the whole victims' fear, and the corresponding coding method in genetic algorithm is improved. Finally, experimental results show the relief optimal schedule scheme under the same and different disaster severity degrees. The validity of this model and algorithm is verified. ? 2012 ICIC International.
