Abstract:This empirical study aims at constructing competency framework of Chinese government civil servants in middle-level leadership positions and examining its influence upon job performance. By using synthetic behavior-based competency generation system, competency questionnaire of civil servants was initially developed. 867 civil servants responded to the survey. The competency framework was tested for its reliability and validity with both exploratory factor analysis and confirmatory analysis. Nine competencies of civil servants in middle-level leadership positions were identified. On this basis, task performance and contextual performance were used to measure job performance of civil servants. The results indicates that there are significant differences in competency level between outstanding job performers and ordinary job performers, nine competencies have positive correlations with job performance of civil servants.
