Abstract: As an effective organizational form of innovation, cluster can improve innovation efficiency and increase knowledge accumulation of the corporations in it, with its learning mechanism facilitating the transfer of knowledge, the creation of knowledge and the retrieval of knowledge. This paper compares the two kinds of learning mechanism in geographical clusters and virtual clusters, focusing its discussion on which one of them is fit for service innovation, Then it explores the innovation system for virtual service clusters based on e-learning mechanism and analyses the innovation strategies of corporations in them. Empirical study conducted in this research has found that the traditional learning mechanism in geographical clusters may induce the tragedy of commons and congenial behavior of the service corporations, result in lower efficiency of innovation and resources depletion of the clusters; while e-learning mechanism in virtual clusters plays an important role in learning process of the service corporations with its knowledge sharing platform, maximizing corporation's knowledge accumulation and output of innovation.
