Abstract: Industrial cluster is a new regional development theory, and also the important carrier of Regional Innovation System. This article analyzes the important factors which promote industrial clusters to develop and theirs mechanism; focus on cluster enterprises' process of cooperation and innovation through Game Theory and gets four basic conditions for inter-enterprises' cooperation and innovation. The innovation system structure is built and carry out the result that the industrial cluster's core competitiveness is the innovation mechanism and networks.
