Abstract:The purpose of emergency decision is to deal with the impact of disasters, which is decided by the disaster-formative environments (HE). Ontology-based formal model for HE has played an important role in the progress of decisions. However, the foundational relation of OWL, namely is-a, lacks ability in modeling the disaster-pregnant environment. This paper proposed three foundational relations based on mereotopology aiming at this problem. They are not only effective in describing the mereology relations among the elements of disaster-pregnant environment, but also can depict the relative spatial relations among them. Moreover, an ontology model of the disaster-pregnant environment is proposed based on the three foundational relations. And then a meta model is constructed taking a pollution case as an example. For reasoning is one of the most important advantages of ontology method, in the end, we compare the compound reasoning algorithm based on the above three relations with the algorithm based on description logics through an example, and find the advantage of compound reasoning.
