摘要：In response to frequent unconventional emergency, it is urgent to solve the construction and integration problems of Unconventional Emergency Resource Coordination System (UERCS). This paper analyzes the requirements and decision-making process of this system, studies key issues of initial and real-time resource coordination. Then according to the service composition of the resource coordination function, designing a SOA-based framework of UERCS. Finally, key problems of the integrated system are investigated.
