摘要:It is one of the most efficient and rapid emergency decision-making strategies to reserve emergency resource in rescue spots before unconventional disasters strike the affected areas. In this paper, the factors about uncertainty of demands for resource quantity, the response time and the vehicle traveling time are considered in modeling the stochastic expectation model to make it more of practical significance. The uncertainty of unconventional emergency degree is studied and the maximal covering model is applied to the emergency resource location and allocation problem of multiple rescue spots and multiple demand points in this paper, based on which a model and an algorithm are proposed. Finally, several numerical experiments are presented to illustrate the efficiency of the proposed algorithms. ICIC International ?2011 ISSN.
