摘要：Emergency management cases contain quantity of knowledge about emergency management, how to use this knowledge to improve the application value of emergency management cases effectively is the difficulty of present emergency management research. By the introduction of a common knowledge element model, the article extracts common knowledge of emergency management in the form of the knowledge elements, constructing the common and extensible emergency knowledge system, and divides the emergency management cases into scenarios, on this basis analyzing the knowledge structural of scenario sequence about emergency management cases, and then proposes a mode of scenario representation and storage to re-represents and re-stores emergency management cases combined with the emergency knowledge system. The scenario mode could split the various stages information of the emergency procedure, and form the emergency management cases scenario database based on knowledge element. These would better meet the needs of case-based reasoning in 'scenario-response'. © 2015, Systems Engineering Society of China. All right reserved.
