摘要：Emergency cases contain a large number of valuable emergency management
   information. According to the characteristics of emergency cases, this
   paper reorganizes and re-represents the content and structure of
   emergency cases based on the common knowledge element model. On this
   basis, by integrating the theory of scene and incident evolution, it
   researches the retrieval method of emergency cases, so as to improve the
   accuracy of cases retrieval by using the multi-layer case retrieval
   algorithm.
