Abstract:Low-carbon economy is a new type of economic development. Along with the economic development, the consumption of China's fossil energy increased significantly. This has resulted in a rapid increase in greenhouse gas emissions and serious environmental pollution. Considering the current economic situation and energy consumption structure, this paper establishes an Asian Energy - Environment - Economy Computable evaluation model to assess the potential of creating low-carbon society in China. The results show that CO2 emissions will continue to increase due to the increasing demand for the fossil energy consumption, despite declining 7% of coal share in the primary energy use until 2020 in China; Settings CO2 penalties can effectively reduce the CO2 emissions. ? 2010 IEEE.
博士，研究员，硕士生导师。中国科学学与科技政策研究会理事，大连理工大学学科建设办公室主任（校学术委员会办公室主任、一流大学建设办公室主任）、辽宁重大装备制造协同创新中心（国家级）常务副主任，美国西北大学高级访问学者。主讲技术创新战略管理、工程伦理课程，长期从事科技管理与科技政策的研究和实践工作，多次担任教育部、国家知识产权局及省市科研基地和项目的评审专家，主持和参加包括国家社科基金、教育部社科基金、中国工程院、教育部以及省、市的战略研究项目在内的各类科研项目20余项，主持和参与制定全国高校知识产权和成果转化等政策制度等10余项，以第一作者或通讯作者发表论文20余篇，被人大复印报刊资料全文转载1篇，最高论文单篇他引196次，撰写各类研究报告20余份，其中主笔起草的教育部科技委《专家建议》等获得国家和地方政府采纳。
