Abstract: Based on a great number of documents and practice, the authors refine an formation path of Science and Technology Industrial Parks' (STIPs) innovation ability in this paper, which follows "environment supporting-factors accumulation-organization operation ability formation", and then propose several strategy of improving STIPs' innovation ability.
