Abstract:Earthquake emergency is an important component of protection against earthquake and disaster reduction. Because it has its own inherent characters like timeliness, coordination, professionalism and social demand, and is a high-tech work, assessment of earthquake emergency capability maturity becomes more significant and challenging. Based on studying and referring many models, this paper offers the concept and basic components of Earthquake Emergency Capability Maturity Model (EECM2), and makes the relationship among them clear, and also establishes a two-layer structure system model and basic evaluation method with maturity unit as its core.
